As opposed to 'not wanting to escalate the violence', it was probably, 'don't wanna risk accidently hurting the government sponsored agent provocateurs. They were probably HOPING for more destruction, but it looks like the people are smarter than what they'd hoped for. Probably 99% of the damage was caused by the provocateurs.
