People will only drive if they have no choice. Kind like me. Barely employed, I only use the car to shop and drive my flat mate to the train station, 'cause it's cheaper than bus. . .when I'm not working. And my job is 7 miles away, so. . .I will be driving less than 2000 miles this year, as I have for the past 3 or 4 years. I think this is the 3rd year I've been keeping track.
This crap tends to backfire. But hey! Cleaner air, huh? Less roadkill?
