With the new social points system, you see that happening? They'll probably be lucky if half their population breeds. The people over there are NOT stupid, and they're slowly evolving out of the hive mind. Why would you breed in a culture like that? Misery loves company?
Hopefully more of them also evolve into greater empathy for the animal kingdom. It is happening, but it's like watching a pot boil; ya ken?
